According to me all the colleges affiliated  to the Indian maritime university are best but if you go for one choice the best for pursuing  the pre-sea course is Traning ship rahaman college in mumbai and ARI College which is situated in Delhi are best for January 2019 batch..

Because the college TS Rahaman have the less fees among all the colleges affiliated from the IMU University and the ARI college have the very best stimulator course means the NAVIGATION course among all college in India.
